The National Elections Committee confirmed that the procedures established for the implementation of the electoral process to select members of the Federal National Council 2023 gave the voter the right to change his choice of the candidate, that is, to return from his previous choice and choose a new candidate.
And she explained on her official website “https://uaenec.ae” that the National Elections Committee’s Decision No. (25) of 2023 regarding the executive instructions for the Federal National Council elections authorized, in Article No. 46 of Chapter Six, related to the election rules, for the candidate to switch his choice of the candidate – more than once – during the “early voting” period until the end of the election on the day of the “presidential election.”
According to the election schedule, the voter will have the opportunity, starting from next October 4, the date of opening the door to “early voting” for voters to cast their votes, and according to the hybrid voting system or the electronic voting system, to choose their candidate for membership in the Federal National Council, with the possibility of changing the name of the candidate during Friday corresponding to October 6 through the “remote” voting system only, so that voters can cast their votes online using approved digital applications.
The committee noted that the next day, corresponding to October 7, is designated as the “main election day” for the Federal National Council elections 2023 in all Emirates, according to the hybrid voting system, in which voters will be allowed to choose their candidate for membership of the Council or change the name of the candidate who was chosen during the “early” election period.
The National Elections Committee confirmed that the mechanism for approving the votes provides for the approval of the voter’s last vote to determine the candidate who voted for him definitively, whether the last vote took place via the electronic application “remotely” or by attending and performing the electoral vote in the approved polling centers.

According to Article No. 55 of the executive instructions, the counting of the votes of the voters – after announcing the end of the election process – is carried out according to the following procedures: First: The databases of those who cast their votes, whatever the approved voting system, are the only source for calculating their number in each emirate, and determining the number of votes obtained by each candidate.
Second: The counting committee shall count the numbers of those who cast their votes and sort them using the technical methods used in the approved voting system.
Third: If the manual voting system is used; The counting of voters’ votes is carried out according to 4 procedures, which are sorting the ballot boxes to determine the number of those who cast their votes, emptying the votes in a list in which the names of all the candidates on the list are recorded, the number of votes obtained by each of them, and the number of invalid papers, marking each voter’s paper when it is unloaded in the list by a member of the counting committee with evidence of this, the counting process must continue without stopping until it is completed.
The head of the counting committee shall be responsible for announcing the results of the winning candidates in the elections for those with the highest votes, according to the number of candidates to be elected in the emirate, and the counting committee will determine the members of the reserve list in each emirate, arranged according to the number of votes obtained by each of them. When equal, the lottery is used to compare them.
