3 decrees were issued to form the “Civil Service”, “Supreme for Petroleum” and “Supreme for Privatization” councils.
The first decree stated:
First article
The Civil Service Council is formed, headed by His Highness the Prime Minister or whomever he delegates from among the ministers, and the membership of each of the following:
1- Deputy Prime Minister and Minister of State for Cabinet Affairs.
2- Minister of State for Municipal Affairs.
3- The Minister of Information.
4- The Minister of Health.
5- Minister of Public Works.
6- Minister of Education.
7- The Minister of Finance.
The second decree provided for the formation of the Supreme Petroleum Council, and it stated:
First article
The Supreme Petroleum Council stipulated in Article 1 of the decree establishing the Supreme Petroleum Council referred to, shall be chaired by His Highness the Prime Minister or whomever he delegates from among the ministers, and the membership of each of the following:
1- Deputy Prime Minister and Minister of State for Cabinet Affairs.
2- Deputy Prime Minister and Minister of Oil.
3- The Minister of Foreign Affairs.
4- Minister of Commerce and Industry.
5- The Minister of Finance.
6- Governor of the Central Bank of Kuwait.
While the third decree included the formation of the Supreme Council for Privatization as follows:
First article
The Supreme Council for Privatization is formed, headed by His Highness the Prime Minister or whomever he delegates from among the ministers, and the membership of each of the following:
1- Minister of State for Communications Affairs.
2- The Minister of Justice.
3- Minister of Electricity, Water and Renewable Energy.
4- Minister of Commerce and Industry.
5- The Minister of Finance.

The Prime Minister and the Ministers – each within his jurisdiction – shall implement this decree, and it shall come into effect from the date of its issuance, and it shall be published in the Official Gazette.
The Prime Minister, His Highness Sheikh Ahmed Nawaf Al-Ahmad Al-Sabah, also issued a decision authorizing the Deputy Prime Minister and Minister of State for Cabinet Affairs to head the Civil Service Council.
And the Prime Minister, His Highness Sheikh Ahmed Nawaf Al-Ahmad Al-Sabah, issued a decision authorizing the Minister of Finance to chair the Supreme Council for Privatization.
